EMPOWER is funded via Sea Alarm by Oil Spill Response and a 2009 operating grant from the European Commission.

The development of EMPOWER was an explicit objective of the NGO Operating Grant that Sea Alarm received from the European Commission in 2009. Sea Alarm’s role as the EMPOWER Secretariat and facilitator of EMPOWER activities were other main objectives.

Sea Alarm will seek other sources of funding to enable and continue international EMPOWER activities.
